You might need to set Windows Update to automatically download and install recommended updates. Outlook known issues in the December 2018 updates

If you've already clicked the Accept button in Outlook 2016, you won't be fix Outlook after Windows update issues able to re-accept the invitation from another Outlook application. Occasionally, classic Outlook tries to run a process in the background. Auto-archive, sending and receiving a very large attachment, or running some of the other mailbox tools can all be done in the background. Check the status bar at the bottom of the screen to see if another process is running. If so, wait a short time (usually two or three minutes) to see if Outlook starts working again. If you can't choose any of the menu options, type inside an email message, calendar event, or contact, Outlook may have frozen. There are three steps you can take to try to get Outlook working again.

If you have email messages in an email program, you must import your email messages and addresses to the new user profile before you delete the old profile. If everything is working correctly, you can now delete the old profile. In System Configuration, if you select a check box, the related service or startup program runs when you restart the computer. If the check box is cleared, the service or startup program doesn't run when you restart the computer.
